Moses Bigirwa's Bold Plan: Transforming MP Car Allowance into Kamuli's Development (2025)

Imagine a politician boldly vowing to give up their perks for the good of the people. That's exactly what Moses Bigirwa, Secretary General of the Common Man's Party (CMP), is promising in Kamuli Municipality. If elected as the next MP, he plans to redirect his car allowance directly into community development initiatives.

During a recent appearance on NBS Barometer, Bigirwa passionately reiterated his commitment to uplifting ordinary Ugandans, especially those in the Busoga region, through transparent and action-oriented leadership.

"When I get to Parliament, the money allocated for my car will be given to the people through the Bigirwa Parish Model. I will provide up to Shs *15 million** to every parish through SACCOs*," Bigirwa stated.

But how will this work? The Bigirwa Parish Model will utilize existing community savings and credit cooperatives (SACCOs). This ensures that the funds reach the grassroots level, directly benefiting local entrepreneurs, farmers, and youth groups. It's a strategy designed to make a real impact where it matters most.

Bigirwa's vision extends beyond mere promises. He emphasizes that his leadership will prioritize youth employment, poverty reduction, and inclusive development. He believes Kamuli needs leaders who truly understand the struggles of the common person.

"We are here to give power back to the common man. Kamuli deserves leaders who understand their struggles and are ready to fight for their prosperity," he declared.

Now, here's where it gets interesting. The CMP, chaired by former Kawempe South MP Mubarak Munyagwa Sserunga (also known as “Mugati Gwa Butter”), has quickly become a buzzworthy new political force. They're entering the 2026 elections amid a wave of strong opposition groups all aiming to challenge incumbent President Yoweri Museveni, who has held power since January 1986.

"Bigirwa is the second biggest name in Busoga after Rebecca Kadaga," Munyagwa once said, highlighting Bigirwa's potential influence.

If elected, Bigirwa aims to transform Kamuli into a model constituency, driven by community-led economic growth, empowerment, unity, and effective service delivery. The CMP's core principles are rooted in equity, equality, and justice, symbolized by the party's emblem: a silver plate, or lusaniya, a traditional serving dish that brings families and friends together.
