Linn Co. Waste Agency faces a dilemma as its landfill ne'er expected to reach capacity so soon. The agency could be paying Marion hundreds of thousands of dollars annually to prevent the landfill from filling up early. The landfill, located in Marion, was projected to reach its capacity in 2044, but now it's anticipated to be full eight years ahead of schedule, by 2036. To avert this, the agency plans to expand the landfill 450 feet south, pending Marion's approval. As part of this agreement, Marion seeks a host fee to mitigate the environmental, infrastructural, and economic strain caused by the expanded landfill. The fee structure includes a flat annual cost of $250,000, plus $1.75 per ton of residential waste and $2.25 per ton of commercial and industrial waste, to be paid by the Solid Waste Agency. In 2025, commercial and industrial waste constituted 71% of the landfill's total tonnage, while residential waste accounted for 29%. The surge in garbage is attributed to population growth in Linn County, with approximately 40,000 more residents than in 2000, according to census data. Disasters like the 2008 Cedar Rapids Flood and the 2020 Derecho have also contributed significantly to the landfill's waste, with the latter alone generating waste equivalent to two years' worth of landfill space. Despite these challenges, diversion efforts such as recycling and composting have proven effective, reducing the overall tonnage of waste. The landfill expansion will occur within the Solid Waste Agency's property, adhering to state regulations that mandate a minimum 50-foot distance from the property line. If capacity is reached, the agency will establish a transfer facility to manage waste and explore alternative disposal options. However, discussions around opening a new landfill have been deemed unfeasible due to current landownership laws. The Marion City Council will deliberate and vote on the agreement, while the city of Cedar Rapids and the Linn County Board of Supervisors will also engage in discussions, shaping the future of waste management in the region.
